SITE DEVELOPMENT PROJECTS

 

WAREHOUSE AND OFFICE 5256 WILLISTON ROAD - WILLISTON, VT

Our firm prepared sketch plans, preliminary plans, and final construction plans for the 40,000 sq. ft. warehouse and office building on the corner of Williston Road and Commerce Street in Alling Industrial Park. We also prepared presentation plans and attended development review board hearings during the local approval process. This project included demolishing two existing residences, developing a truck loading and parking area and 30 employee parking spaces, and installing a stormwater infiltration system. All stormwater from the site was modeled to be infiltrated into the subsurface soils via the underground stormwater chambers and dry swale systems. Our firm also prepared all local and state permit applications for the project, including the Construction General Permit, Land Use ACT 250 Permit, State of Vermont Wastewater and Potable Water Supply Permit, Vermont Agency of Transportation Access Permit, State of Vermont Stormwater Operational Permit, and the Town of Williston Pre-Application, Discretionary Permit, Final Plan, and Administrative Permit applications.

LAKE CHAMPLAIN TRANSPORTATION GRAND ISLE FERRY TERMINAL - GRAND ISLE, VT

Our firm provided conceptual design, preliminary design, final contract plans, permitting assistance, and resident engineering services for the complete reconstruction of the Grand Isle Ferry Terminal. Design and permitting assistance included a Stormwater Discharge Permit, intersection and access reconfiguration (VTrans Highway Permit), local approval, an Army Corps of Engineers Permit, Wastewater System and Potable Water Supply Permits, and a State Shoreline Encroachment Permit. Construction coordination with terminal operations was critical to maintain the facility operations 24 hours per day. This project required new entry and exit lanes, ticket booths, new parking areas, loading zones, site lighting, stormwater collection and treatment, a dedicated pedestrian access route to the dock, and a retaining wall structure that was built to protect a historic shipwreck.

RAEVIN MEADOWS DEVELOPMENT - SHELBURNE, VT

Our firm provided complete engineering design, permitting, and construction inspection for the construction of two triplex residences and three fourplex residences for a total of 18 new units. We created a Planned Unit Development-Residential, which added three lots within a previously approved lot. The project included designing a new water distribution system, a new sewer collection system, storm drainage conveyance and detention infrastructure, a 800 ft long paved road, new parking facilities, and erosion protection and sediment control infrastructure. The new sewer and water systems were connected to the existing municipal system.

SMUGGLER’S NOTCH BOARDWALK STP 0235(20) - STOWE, VT

The Lamoille Country Planning Commission and the Green Mountain Club worked with VTrans to procure funding for the construction of a 700 ft elevated boardwalk from the Historic Barnes Camp to the Long Trail adjacent to Vermont Route 108. Our firm prepared a response to a Request for Proposals to design the shared-use path and elevated boardwalk project and prepared bidding documents in accordance with the VTrans Municipal Assistance Bureau Guidebook and FHWA funding requirements.

Our firm prepared site plans, profiles, structural details, technical specifications, erosion prevention and sediment control plans, traffic control plans, and wetland permitting plans. We also prepared construction bidding documents for the project.

During construction, our firm provided engineering assistance, which included shop drawing review for all shared-use path materials and construction methodology, along with the boardwalk supports, piles, timbers, fasteners, and railing systems. We also reviewed geotechnical investigation reports and structural pile design submittals to confirm that the project would be built in accordance with the plans and the project funding conditions.

VERMONT'S CAMP TA-KUM-TA - SOUTH HERO, VT

DLHCE provided complete surveying, permitting, and engineering design for the construction of Vermont's Camp Ta-Kum-Ta's permanent home. This camp is a youth camp for cancer patients, survivors, and their families. It is located on a 103 acre residential and agricultural parcel in South Hero. The project installed new buildings, including nine cabins for campers and staff, an activities building, an arts and crafts building, a chapel, a security and aquatics building, pond/pool storage, a restroom building, and a 213 seat theatre. This project included hydrologic and soil analysis along with complete engineering design of two large-scale septic systems with a total capacity of almost 10,000 gallons per day. Water system improvements included a storage system to provide sprinkler and fireflow capacity.

APPLE ISLAND RESORT MASTER PLAN - SOUTH HERO, VT

Our firm provided complete land surveying, design engineering, and is currently in the permitting phase for sewer, water, and access improvements to the Apple Island Resort. The resort is a seaonsal RV facility located in South Hero on Lake Champlain. The RV park currently has 240 campsites and existing permits allows for a total of 300 RV sites. The project includes constructing the existing RV park to its fully permitted size of 300 sites by adding 60 sites. Each of the new or reconfigured campsites is designed to have RV pads, sewer services, water services, and electrical services. The project includes the installation of a pump station and auxillary discharge manhole to pump sewer flows to the existing gravity sewer collection system which drains to the existing wastewater treatment plant on site. This project includes the design of hundreds of feet of sewer main, sewer services, water mains, water services, and 60 water and sewer service connections.

APPLE ISLAND RESORT WATER TREATMENT PLANT & PARK EXPANSION - SOUTH HERO, VT

DLHCE provided complete land surveying, design engineering, permitting, and construction inspection for the sewer, water, and access improvements to the Apple Island Resort. The resort is a seasonal RV facility located in South Hero on Lake Champlain. The project included constructing the existing RV park to its fully permitted size of 300 sites by adding 60 sites. Each of the new or reconfigured campsites was designed to have RV pads, sewer services, water services, and electrical services. The project included the installation of a pump station and auxillary discharge manhole to pump sewer flows to the existing gravity sewer collection system, which drains to the existing wastewater treatment plant on site. This project includes the design of approximately 2,000 LF of sewer main, over 3,600 LF of water mains, and 60 water and sewer services and service connections.

DLHCE teamed with a pressure filtration specialist and led the engineering design, permitting, and construction inspection for the New Water Treatment Plant at Apple Island Resort. The system includes an intake system which draws water from Lake Champlain and provides water service to the RV Park, golf course, and ancillary buildings. The new water treatment facility includes a new water treatment building, water storage tanks, a multi-media pressure filtration system including 42’’ diameter filters with backwash pumps and controls, along with a new disinfection system. The treatment facility utilized coagulation and pressure filtration treatment for inorganics and particulate removal. The treatment facility was designed to provide an average daily demand of 21,600 gallons.

JERICHO VILLAGE CENTER - JERICHO, VT

Donald L. Hamlin Consulting Engineers, Inc. is currently engaged in the preliminary design of a new town center in Jericho, Vermont.  The new center will be located on approximately 15 acres between Route 15, River Road, and Park Street on a parcel previously utilized as a saw mill.  This exciting project will include both commercial and residential uses and will form a new village core for this portion of Jericho.  Richard F. Hamlin, P.E. is the lead engineer for this project.  Our firm will provide survey, preliminary and final design, and permitting assistance for the roads, pedestrian facilities, stormwater, water distribution, and sanitary sewer design for this project.  We have provided complete topographic survey, design and permitting assistance for a new branch of the Union Bank at this location which now is currently under construction.

MOUNT MANSFIELD DOWN MOUNTAIN SEWER SYSTEM - STOWE, VT

Our firm provided complete engineering design, permitting, and resident engineering services for an innovative 24,000 foot sewer pipeline system connecting two existing restaurants on the top of Mount Mansfield to the municipal sewer system at the base. These systems were designed, permitted, and constructed in two months.

RUBY RUN TRAIL DESIGN, GORE MOUNTAIN SKI RESORT - GORE, NY

Our firm provided complete surveying, engineering design, and quantity estimation for the development of the Ruby Run ski trail at the Gore Mountain Ski Resort. Gore Mountain wanted to provide beginner access off the top of the mountain through an existing cliff band. Due to Adirondack Park regulations, our design could not have any new material be delivered to the site, and no existing material could leave the site. Using 3D modeling software, our team provided conceptual and final design of the trail with balancing cut and fill for all blasted material. We also provided grade control for the contract during construction. This project successfully provided beginners with a route off the top of the mountain, and Gore personnel are able to use this trail to drive vehicles to the top of the mountain.

THE ZLOTOFF FOUNDATION PRIVATE GARAGE - SOUTH HERO, VT

Our firm provided final design engineering and permitting services for an 11,000 sq. ft. garage and maintenance facility to house a classic car collection in South Hero. The project included designing approximately 1,000 linear feet of new driveway, locating all new utilities, and installing a new stormwater system, a new parking design, a new drilled well, and an on-site mound wastewater disposal system.

GEORGIA CREEK ROAD - GEORGIA, VT

Our firm prepared plans and permit applications for the improvements to 1,100 linear feet of the Class IV Georgia Creek Road for access to a landlocked parcel. Improvements included full depth roadway reconstruction and a roadside stone ditch and underdrain system. The design included in-depth constructability and long-term maintenance analysis, as the roadway contains slopes in excess of 15 percent. The finish grade of the new roadway was designed above the existing roadway grade to minimize ledge removal. The project design also included erosion prevention and sediment control plans protecting this steep site, which has a large drainage area, from erosion and sediment migration.

MAPLE TREE PLACE - WILLISTON, VT

DLHCE provided complete site design, permitting, and resident engineering services for the 72 acre mixed-use commercial, retail, and residential center in Williston, VT. This project included 300,000 sq. ft. of retail space and 250,000 sq. ft. of commercial space. The center includes rental housing, offices, a cinema, restaurants, parks, recreation space, a multi-use path, and a supermarket. The site hosts a stormwater drainage system which uses a large landscaped pond that is surrounded by a portion of the approximately 2 mile multi-use path. This project included the design of intersection and signal improvements to nine intersections. As part of this development, our firm designed significant upgrades to the existing municipal water system.

MOUNTAIN VIEW BUSINESS PARK, PHASE I & II, TILLEY DRIVE - SOUTH BURLINGTON, VT

We designed roadway and site improvements for a commercial two lot subdivision in South Burlington. We were responsible for preparing complete construction plans, providing permit assistance, and providing construction phase assistance. The project included the design of new sewer lines, a new sewer pump station and force main, approximately 850 linear feet of new waterline to serve the park, grading and stormwater drainage, and a new bike path. DLHCE performed traffic engineering services, including trip generation estimates, trip distribution and assignment, capacity analysis computations, turning lane warrant analyses, signal warrant analyses, and general safety analysis for the proposed drive. All analysis and computations were reviewed and approved by the Vermont Agency of Transportation.

NEWTON'S FOREST DEVELOPMENT - SAINT ALBANS, VT

We supplied surveying and engineering design services for a planned residential development consisting of a 48 unit townhouse and condominium located along Lower Newton Road in the Town of Saint Albans. We were responsible for all site improvements, including grading and drainage design consisting of grass-lined swales and a stormwater detention basin for treatment and control of stormwater runoff prior to its discharge into a large wetland complex contiguous to an unnamed tributary of Stevens Brook. We prepared all design computations and permit application materials leading to the issuance of all local and state permits.

MOUNT MANSFIELD COMPANY, INC. MAINTENANCE FACILITIES - STOWE, VT

Our firm provided complete land surveying and design services for a new maintenance and warehouse complex for the Stowe Mountain Resort. We designed a facilities office, a wood shop, and a warehouse. The development, located on a 620 acre site, also included an overflow parking lot, water and sewer connections, and stormwater infrastructure.

TEXAS ROADHOUSE - WILLISTON, VT

We provided complete surveying, engineering design, local and state permitting, and resident engineering assistance for the Texas Roadhouse restaurant in Williston, VT. We also provided technical assistance during the development review board process and developed 3D models of the proposed infrastructure to aid in the approval process.

RIVER ROAD TRAIN BRIDGE/CULVERT PROJECT - ESSEX, VT

DLHCE provided complete design engineering services for the Corrugated Metal Plate Tunnel and Bridge Project, which provides train conveyance below a former IBM Facilities Access Road in Essex Junction. This project required close coordination with the railroad company and required a design that could be constructed without limiting rail use.

ROCK QUARRY RECLAMATION PROJECT APPLE ISLAND RESORT - SOUTH HERO, VT

DLHCE provided complete land surveying, permitting, design services, and grade control for the reclamation of the rock quarry at the Apple Island Resort in South Hero. This project involved terraforming the existing quarry to provide proper closure in accordance with state and local permits.

ETHAN ALLEN FIRING RANGE IMPROVEMENTS - JERICHO, VT

The Ethan Allen Firing Range is an 11,000 acre government facility, which features a weapon testing area for development and qualification of armament systems. It is also the home of the Vermont Mountain Warfare School. Our firm provided design engineering services for improvements to drainage, line of site, fire breaks, erosion protection and sediment control, and access facilities to Range Sites 4-3 and 6-5.

ANNUAL WATER MONITORING RATHE LANDFILL, PAYA'S AUTO, AND INSURANCE AUTO AUCTIONS

DLHCE performs annual groundwater monitoring for the above referenced facilities. Services include surface and ground water sampling, analysis, documentation, and reporting. Our firm has provided ground water monitoring services at some of these facilities for over 20 years.

CAMP JOHNSON COMBINED SUPPORT MAINTENANCE SHOP - COLCHESTER, VT

We provided complete land surveying, permitting assistance, and design services for a combined maintenance facility for the Army National Guard. Our firm worked with Jay White, AIA throughout the design and construction process, as he was the lead architect working for the Burley Partnership.

BROWN LEDGE FOUNDATION, INC. - COLCHESTER, VT

Brown Ledge Camp has operated as a young women’s summer camp since 1962, and our office has been providing engineering services to the camp since 1975. Brown Ledge contains dining halls, a theater, a horse stable, multiple activity buildings, and cottages that house up to 200 campers. We designed and certified a new septic system for the facility and the connection of the existing and new buildings to the onsite septic system. Our firm also provides annual inspection, monitoring, and inspection services for the camp’s existing indirect discharge sewer system.

VT ROUTE 116 LEFT AND RIGHT TURN LANES - SOUTH BURLINGTON, VT

Our firm provided complete survey and design services for the new left and right turn lanes along VT Route 116 at its intersection with Tilley Drive in South Burlington. We performed the initial traffic analysis that identified roadway improvements to support the Mountain View Office Park located along Tilley Drive. This analysis included trip generation estimates, trip distribution and assignment, capacity analysis computations, turning lane warrant analyses, signal warrant analyses, and a general safety analysis. We were also responsible for preparing complete construction level plans for the new left and right turn lanes, consisting of typical roadway sections, cross section sheets, signs and pavement markings, construction sign layout, and traffic control plans. The Vermont Agency of Transportation reviewed and approved all of our computations and plans. This fully approved project is currently awaiting construction.

RESIDENTIAL AND COMMERCIAL SEWER CONNECTIONS - MILTON, VT

Our firm has provided engineering design, permitting, inspection, and certification for many commercial and residential connections to municipal sewer in Milton, Vermont.  A few examples are shown here:

PRESIDENT’S HOUSE BRIDGE REPAIR - STOWE, VT

DLHCE performed complete infrastructure analysis and documentation, survey, design, and permitting assistance for the replacement of an existing wooden bridge with modified concrete box culvert sections so that the existing abutments could be retained. The existing structure provides the conveyance of an un-named tributary to the Ranch Brook under the driveway of the Stowe Mountain Resort President’s house. The engineering services included roadway inventory and bridge condition documentation, and assessment of related infrastructure including the concrete wing walls, bridge geometry, stream conditions, drainage, and existing utilities.

WESTBURY MOBILE HOME PARK - COLCHESTER, VT

Our firm has been providing engineering assistance to the Westbury Mobile Home Park in Colchester, Vermont for over 25 years. Our firm provides a variety of engineering and construction services to the park including sewer, water, drainage, and roadway repairs and/or improvements. The existing park has individual leachfields for many of the homes and there is also a large gravity sewer system that drains to a pump station and is treated in a community on-site wastewater system. We perform annual inspection, evaluation, and reporting of the complete sewage collection system, treatment, and disposal system. We also perform inspection and reporting for the existing Authorization to Discharge Stormwater. Our firm also provides asset management planning and capital plan construction estimation services to the Park.

14TH STAR BREWING COMPANY, LLC - SAINT ALBANS, VT

Prepared calculations for the existing sewer and water flows for the entire Saint Albans Shopping Center owned by Pomerleau Real Estate. Calculated proposed domestic sewer, industrial wastewater, and water flows for a proposed 3,000 barrel/year brewery based on Peak Day Flow Use. Prepared an identification of use plan of the entire Pomerleau Complex-Saint Albans Shopping Center. Prepared State of Vermont Wastewater and Potable Water Supply Permit application. Prepared wastewater and water flow calculations, based on numerous flow schemes, and coordinated with the Wastewater Management Division of the Vermont Agency of Natural Resources to determine if a pretreatment permit was required due to the high strength parameters of brewery wastewater.

RATHE SALVAGE STORMWATER POLLUTION PREVENTION - COLCHESTER, VT

DLHCE is the Stormwater Pollution Prevention Plan Coordinator for the Rathe Salvage Yard Facility in Colchester Vermont. Our firm developed the Stormwater Pollution Prevention Plan and we perform quarterly comprehensive site evaluations and document the findings in a report containing observations relating to the discharge of pollutants from the facility, BMPs requiring maintenance, locations where BMPs are needed, and updates to the Stormwater Pollution Prevention Plan.

ROUTE 2 & 2A ROADWAY AND INTERSECTION IMPROVEMENTS - WILLISTON, VT

DLHCE provided surveying, engineering, and permitting services related to the design of approximately 1 1/4 miles of roadway and intersection improvements for the Maple Tree Place development in Williston, VT. This project was one of the largest in-state roadway and intersection projects in one of the busiest communities in the State. Work included the design of five new signalized intersections and improvements to four existing signalized intersections. Our firm performed the analysis and design of all nine signalized intersections with full signal coordination and associated roadway improvements. All traffic analysis and construction plans were done according to VTrans standards and were approved by VTrans
