Jeffrey P. Kershner, P.E. – President

Jeffrey, our firm's President, graduated cum laude from the University of Vermont in 1993 with a Bachelor of Science degree in Civil Engineering. He maintains a Professional Engineering license in the states of Vermont, New Hampshire, and Maine. He is an FAA licensed drone pilot and has completed numerous aerial survey and mapping missions. Jeffrey has served as the Project Manager for numerous traffic, site development, and stormwater drainage projects. He has performed inspection work for numerous projects and attended multiple courses in traffic and transportation engineering, including the Fundamentals of Traffic Control offered by Econolite Control Products, Inc. As he is familiar with the current operational and construction stormwater permitting regulations in the states of Vermont, Jeffrey has served as the Environmental Specialist and has been responsible for regular inspections, documentation, and reporting to the State Agency of Natural Resources. He has also designed roadway and intersection improvements for nine signalized intersections as part of a major retail, commercial, and residential development.

 As President of our firm, Jeffrey is responsible for all corporate operations and technology systems.

Mark L. Downing, CPESC - Vice President

Mark is a 2005 graduate of Vermont Technical College and is a Licensed Class A Site Technician. Mark joined DLHCE as an intern while he was in high school. Mark is an experienced septic system designer and has provided complete engineering services for all types of conventional, innovative, and mound septic systems. He is highly skilled in soil identification and testing related to septic system design. Mark assists our clients in their compliance with permit conditions through annual and monthly inspections and reporting.

Mark has also served as a construction inspector on numerous projects. He is experienced with interpreting plans and specifications as well as observing pipe and structure testing. Mark served as the Primary Inspector and On-Site Plan Coordinator for a 334 unit residential development. Mark was responsible for observing the installation of municipal utilities, roadways, sidewalks, and curbing, observation of testing, preparation of inspection reports and documentation of project progress, as well as performance of the On-Site Plan Coordinator duties in accordance with the project’s Individual Construction Discharge Permit. Mark is skilled in construction-level survey tasks, such as measuring grades and confirming invert and structure elevations.

As Vice President, Mark manages all of our firm’s inspection staff and is responsible for all construction phase operations.

Richard F. Hamlin, P.E. - Chief of Engineering

Richard, our firm’s Chief of Engineering, is a 1979 graduate of Norwich University with a Bachelor of Science degree in Civil Engineering and has been performing engineering design services for over 35 years. He maintains Professional Engineering license in the states of Vermont, New Hampshire, and Maine. He is an FAA licensed drone pilot and has completed numerous aerial survey and mapping missions. After working for the Corps of Engineers in northern Europe, he returned to Vermont to serve as a Design Engineer. Throughout his career, Richard has designed a wide variety of projects, including a 78 acre mixed commercial, retail, and residential development, an innovative sewer system to serve restaurants located on top of the highest mountain in Vermont, and numerous roadway designs that include both pedestrian and bicycle accommodations. Richard has been recognized for using foam insulation to provide roadway stability for cold weather climates. Richard performed design services for the Government of the Virgin Islands related to new roadway alignments through environmentally sensitive areas. He has also used 3D modeling on multiple projects to help visualize project impacts and benefits to the public.

As the Chief of Engineering, Richard is responsible for our quality assurance and quality control program and supervising our technical staff.

Michael R. Magoon, L.S. - Chief of Surveys

Michael, our firm’s Chief of Surveys, has been providing survey services with our firm for over 30 years. He graduated from Paul Smith’s College in 1977 with an Associate of Applied Science Degree in Forestry-Surveying Option. Michael is uniquely qualified to provide all types of land surveying services. Michael is a Vermont Licensed Land Surveyor and is experience in both record research and field operations. Michael is highly recognized for his expertise in unraveling difficult and complicated right-of-way determinations and boundary disputes and has provided his services to many private and municipal clients. In addition to his boundary and right-of-way research expertise, Michael is extremely skilled at high precision field work for both boundary and construction control. Not only is Michael comfortable working in the field but he is also very familiar with the special considerations required when working in roadways, railroads, and airports. His expertise as a Grade Foreman, Resident Engineer, and Survey Crew Chief also make him uniquely qualified in the construction realm.

Ryan A. Ward, L.S. - Land Surveyor

Ryan is a 2005 graduate of the University of Vermont with a Bachelor of Science in Civil Engineering. In 2013, Ryan became a Vermont Licensed Land Surveyor. Ryan joined DLHCE in the fall of 2019 as a member of the surveying team, bringing with him his solid technical background and broad experience performing field measurements for topographic, engineering, boundary, and ALTA surveys. Ryan’s extensive skills also include boundary calculations and analysis, determining road and highway right of way limits, and performing detailed record/title research. He has worked on numerous ALTA/NSPS Land Title and As-Built surveys throughout the State of Vermont.

Zachary P. Kershner, E.I. - Project Engineer

Zachary is a 2023 graduate of Quinnipiac University with a Bachelor of Science in Civil Engineering. Zachary joined the firm in 2016 serving as an Engineering Intern while in pursuit of his degree. He had worked under multiple licensed engineers and surveyors and provided assistance on numerous projects. He has provided design and drafting assistance on water quality improvement projects at several farms throughout Vermont.

Since 2020, Zachary has served as the primary construction inspector for four construction projects during summer breaks from his studies. He has gained extensive experience and proved himself as a competent inspector, earning the respect of all those he has worked with. Zachary is experienced with plan and specification interpretation, performance testing, construction level survey, and traffic control requirements necessary to maintain a safe work zone for the Contractor’s personnel, motorists, and pedestrians. Zachary is also an FAA licensed drone pilot with numerous UAS flight missions.

Rachel M. Tobler - Environmental Scientist

Rachel is a 2023 graduate of the University of Vermont with a Bachelor of Science degree in Environmental Science. Rachel joined the firm upon graduation and has provided full-time resident engineering services for the large-scale Crescent Connector roadway construction project in the City of Essex Junction. While working under the direct supervision of a registered Professional Engineer licensed in the State of Vermont, she is able to provide data compilation, alternatives analyses and project identification, project design and field engineering services.

Renee L. Kershner - Office Manager

Renee graduated from St. Michael’s College in 1993 with a Bachelor of Science degree in Accounting. Prior to joining DLHCE in 2009, Renee was a Senior Accountant at Bio-Tek Instruments, Inc.

Renee is tasked with our office’s administrative functions. She has considerable knowledge of computer and information management systems and is proficient in all Microsoft Office programs and many accounting programs, including (but not limited to) Quickbooks and Peachtree Accounting. Renee provides support to our supervisors and staff by carrying out filing, billing, and communications, and prepares financial documents, office payroll, travel information, and all daily, monthly, quarterly, and annual records.

As Office Manager, Renee is in charge of everything!
